Resident Energy Conservation Program (RECP)

Forest City is educating and preparing our neighbors about the Department of Defense’s Resident Energy Conservation Program (RECP). We are here to provide support as we all transition into the RECP.
So, what is the Resident Energy Conservation Program(RECP)? The RECP is an Office of the Secretary of Defense initiative to reduce overall electricity consumption in Military Housing. As a valued Resident of Forest City Navy Family Housing you are the first Navy project in the country to take part in this initiative. Your successes will set precedents for your peers nationwide. Other branches of service have already implemented the program with great results in reducing energy consumption in their homes.
We understand that the RECP program will take some adjusting on everyone’s part. For this reason Forest City Residential Management is gathering as many resources as possible for our residents. Education is the key to ensuring that you know the full details of the program. Since you have already been receiving an electricity consumption report from EBS, you are very familiar with your household’s average monthly consumption. For those of you who consistently see below “average” usage in your home, we applaud your conscientious efforts! You are setting the standard for your neighbors and peers by doing the right thing. For those of you in the “average” range, thank you for all that you are doing to make sure your usage does not increase. For those who are above the average, we are here to help you reduce your energy consumption wherever possible.
Forest City resident Debra Duncan (Halawa Community RAB President) said, "RECP is more than a fair way to begin an energy conservation program. As representatives of the military and as taxpayers, military members have an obligation to do our part in conserving energy. All of us want the next generation to profit from our deeds, not suffer from them."
Though you are not currently being billed and no monetary credits/checks or over usage bills are currently being sent, now is the time to really focus on your electricity usage. At Forest City we are here to help you maximize potential for reduced energy consumption right now as DOD launches the RECP program later this year.
When you receive your actual first bill in February 2011, our goal is to ensure that every household meets or exceed the target of overall energy reduction. Our valued residents will be able to monitor their daily usage online at our Energy Billing partner’s website. Your household will be able to develop family plans and strategies to reduce energy consumption throughout each month. Once that link is established, we will update this page for your convenience.
Forest City resident, Lauren Rabb (Moanalua Terrace RAB President) said, “I feel like this is a totally error proof program. You can't go wrong if you just do the right thing."
As always please call your Resident Services Office if you have any preliminary questions regarding RECP. Our Navy Partners will be hosting a series of Town Hall meetings during the month of August to thoroughly review the program with all in attendance. We will follow up with you when firm locations, dates and times are established for the meetings. We hope to see you there!
